Recently, Ministry of Transport of the People's Republic of China and seven other ministries jointly issued the Action Plan for Accelerating the Cultivation of Leading Transportation and Logistics Enterprises to Enhance Industrial Chain and Supply Chain Service Capabilities. This initiative aims to promote the scaled, networked, and integrated development of transportation and logistics enterprises, thereby strengthening industrial chain and supply chain service capabilities. Core objectives are as follows:

Primary Goals
- By 2030, cultivate approximately 100 comprehensive logistics integrator, including over 10 leading enterprises with global reach and international competitiveness.
Key Action Directions
1. Enhance Service Networks
- Establish a unified transportation market to facilitate cross-regional flow of resources.
- Support enterprises in optimizing hub layouts and improving urban-rural distribution networks.
- Encourage scaled development through alliances, mergers, and resource sharing.
2. Elevate Integrated Service Capabilities
- Develop multimodal transport alliances to enhance seamless connections between transport modes.
- Promote “single-document” and “single-container” systems to transition from “station-to-station” to “door-to-door” and “end-to-end” services.
- Encourage enterprises to expand full-chain services including warehousing and distribution, enhancing integrated operational capabilities.
3. Deepen Industry Integration
- Establish supply chain matching platforms to support collaboration between logistics enterprises and manufacturing/commercial entities.
- Promote business process coordination and supply chain optimization through joint infrastructure development and shared logistics resources.
- Encourage long-term strategic partnerships with key enterprises to jointly expand international markets.

4. Accelerate Digital and Intelligent Transformation
- Support enterprise participation in smart port and digital freight train initiatives.
- Promote the application of big data, IoT, AI, and 5G technologies in scenarios like waybill processing and route optimization.
- Facilitate interoperability between logistics information systems and upstream/downstream enterprise systems.
5. Enhance Safety and Resilience
- Establish robust risk management and emergency response systems.
- Form central-local coordinated emergency transport teams, strengthen contingency drills and emergency handling capabilities.
6. Support Innovation in Key Areas
- Encourage enterprises to participate in national transportation pilot programs and national freight hub chain enhancement projects.
- Promote the opening of public and industry data resources to qualified logistics enterprises.

7. Strengthen Factor Support
- Enhance spatial resource support such as land and maritime use.
- Deepen government-bank-enterprise cooperation to provide diversified financial services and insurance support, assisting enterprises in expanding international markets.
The plan systematically outlines the pathways and support measures for nurturing leading logistics enterprises, aiming to enhance the international competitiveness of China's logistics industry and strengthen supply chain resilience.
