JIAOKE TRANSPORT CONSULTANTS LIMITED traces its origins to the Signal Office, Research Institute of Highway, Ministry of Communications (later renamed the Traffic Engineering Design and Research Division), which was established in 1973 as the first traffic engineering research institution in China. After more than 50 years of development, the company has evolved into a comprehensive survey, design, and research organization specializing in highway engineering, municipal engineering, geotechnical engineering, architectural engineering, traffic safety, and smart transportation, with planning, surveying, design, scientific research, and consulting as its core business.


The company currently holds six Class A and two Class B qualifications, including Class A Comprehensive Engineering Survey, Class A Highway Design, Class A Specialized Design in the Electronics, Communications, and Broadcasting Industry (Electronic Systems Engineering), Class A Architectural Design (Building Engineering), Class A Engineering Consulting, and Class A Engineering Survey and Design for Geological Hazard Assessment and Mitigation; as well as Class B Specialized Landscape Architecture Design and Class B Municipal Engineering Design. The company has been included in the list of consulting agencies entrusted by the National Development and Reform Commission to undertake investment consulting and evaluation tasks, as well as in the list of technical consulting agencies entrusted by the Ministry of Transport of the People’s Republic of China for construction projects. Additionally, it has obtained qualifications as a consulting agency for foreign aid projects and as a feasibility study agency (engineering category) for foreign aid projects.


Since its establishment, the company has led or participated in the development of over 150 national and industry standards, reviewed nearly 100 key highway construction projects on behalf of the Ministry of Transport of the People’s Republic of China and development and reform commissions at national and local levels, provided technical support for special projects such as the renaming and numbering adjustments of the national highway network, and undertaken a large volume of survey, design, planning consultation, and scientific research for highways of all grades—particularly expressways. Additionally, the company has developed guidelines and provided technical consulting services for highway safety design and evaluation in “Belt and Road” partner countries such as Laos.
