Uzbekistan Partners with Huawei to Promote Intelligent Transportation in Tashkent

Tashkent, the capital of Uzbekistan, is accelerating its transportation modernization efforts.

On July 24, 2025, Toshshahartanskhizmat and Huawei Technologies Investment Tashkent signed a memorandum of understanding (MOU) to collaborate on intelligent public transportation systems, marking a new phase in the digitalization of urban governance.

Two national-level documents drive project implementation

This collaboration is based on Ukrainian Presidential Decree PQ-59 (issued on February 16, 2023) and Cabinet Resolution PQM-147/8 (issued on March 20, 2024). Both policy documents explicitly promote public transportation reform and the implementation of intelligent management systems in Tashkent.

The two sides will launch a pilot project in Tashkent to deploy software and hardware systems, including image recognition and video surveillance, for traffic enforcement and data analysis.

Urban traffic management is transforming towards dataization and automation

With accelerating urbanization, Central Asian countries are seeking technological solutions to alleviate traffic congestion and traffic violations.

Intelligent transportation systems (ITS) are seen as a key tool for improving commuting efficiency and strengthening law enforcement.

Data indicates that by 2024, the global intelligent transportation market will exceed $38 billion, with particularly rapid growth in Central Asia.

Tashkent, Uzbekistan's largest city, handles over one million passengers daily on its public transportation network, making improving operational efficiency and safety a top priority.


Huawei deepens digital infrastructure cooperation in Central Asia

The collaboration was witnessed by Rustam Shamoradov, First Vice Chairman of the Board of Directors of Toshshahartanskhizmat, and Tan Xiaosan, General Manager of Huawei Tashkent.

In recent years, Huawei has continuously expanded its smart city, digital government, and transportation solutions in Central Asia. Its technological advantages encompass AI recognition, edge computing, and video surveillance systems, and have been implemented in multiple countries.

With the launch of the pilot project, Tashkent's public transportation will undergo a critical transformation from traditional dispatching to data-driven operations. China-Uzbekistan cooperation in the smart city sector may provide a replicable model for regional digital governance.
