China’s 15th Five-Year Plan: Key Transport Infrastructure Projects

During the 15th Five-Year Plan period, China will build a comprehensive modern transportation system. It will basically complete the "eight vertical and eight horizontal" high-speed rail main corridors and the national expressway network, upgrade high-grade inland waterways, and largely finish world-class port and airport clusters. A number of major projects will be launched, including the high-standard high-speed rail corridor along the Yangtze River, the new Three Gorges water transport channel, and the safety and resilience upgrade of highways.
High-Speed Rail Main Corridors
l Complete the high-standard Yangtze River corridor
l Complete the Beijing-Kunming, Lanzhou (Xining)-Guangzhou, Xiamen-Chongqing corridors, and the Beijing-Shanghai auxiliary corridor.
l Complete the Yichang-Changde section of the Hohhot-Nanning corridor
l Build the Wenzhou-Fuzhou section of the coastal corridor, Fuyang-Huanggang section of the Beijing-Hong Kong(Taiwan) corridor, Baotou-Ordos-Yulin section of the Baotou(Yinchuan)-Haikou corridor, Zhanjiang-Haikou cross-sea ferry and related lines, Taiyuan-Suide section of the Qingdao-Yinchuan corridor, and Shanghai-Hangzhou section of the Shanghai-Kunming corridor
l Advance the Shanghai-Ningbo cross-sea channel project
l Construct regional high-speed rail links such as Yongzhou-Qingyuan-Guangzhou
Conventional Railway Network
l Press ahead with high-standard construction of the Ya’an-Linzhi section of the Sichuan-Tibet Railway
l Build the eastern and western sections of the Xinjiang-Tibet Railway, carry out electrification renovation of the Golmud-Lhasa section of the Qinghai-Tibet Railway, and launch the Bomi-Ranwu Railway project
l Construct border railways including Heihe-Wuyiling and Wenshan-Jingxi
l Implement railway freight network projects, upgrade key coal-outbound lines from Xinjiang such as the Linhe-Hami Railway, and improve the railway container transport network and multimodal transport system
l Advance preliminary work on Wenzhou-Wuyishan-Ji’an and Dali-Lijiang-Panzhihua railways
Intercity & Commuter Rail for Metropolitan Areas
l Complete intercity railways including Beijing-Binhai New Area and Shenzhen-Daya Bay
l Operate intercity and suburban trains using existing railway lines
l Build uncompleted sections of national expressway ring roads and bypasses for metropolitan areas
National Highway Network
l Construct main lines, parallel lines and connecting lines of national expressways including Beijing-Harbin, Beijing-Hong Kong-Macau, Shenyang-Haikou, Changchun-Shenzhen, Lanzhou-Haikou, as well as the Kuytun-Dushanzi-Kuqa Expressway
l Upgrade safety and resilience of key sections of existing national expressways including Beijing-Kunming, Beijing-Taipei, Shanghai-Chengdu, Lianyungang-Khorgos, Xiamen-Chengdu, Baotou-Maoming, Yinchuan-Kunming and Hangzhou-Ruili
l Fully open the G219 and G331 border land strategic corridors
l Build parallel lines of border highways and connecting lines to border ports
l Advance construction of the G228 coastal corridor
l Upgrade key corridors to Xinjiang and Xizang including G109, G317 and G318
Coastal Ports
l Build container terminals at Yangshan Port (north Xiaoyangshan), Ningbo-Zhoushan Port (Liuheng), Guangzhou Port (Nansha), Xiamen Port (Xiang’an) and Qingdao Port (Dongjiakou)
l Upgrade Yangpu Port, the international gateway port of the Beibu Gulf, into an international container hub port
High-Grade Inland Waterways
l Build the new Three Gorges water transport channel
l Construct the main channel of the Xijiang River
l Upgrade the Beijing-Hangzhou Grand Canal and Huaihe River main channels
l Develop high-grade waterways on major tributaries of the Yangtze River such as the Hanjiang River
Modern Airport System
l Complete new airports in Dalian and Xiamen
l Build new airports in Guangzhou and Nantong
l Advance preliminary work on new airports in Chongqing and Sanya
l Expand hub airports including Shenyang, Changchun, Nanjing, Hangzhou, Wenzhou and Zhengzhou
l Advance relocation of regional airports such as Yanji and Yining
