"In a groundbreaking move for smart road infrastructure development, Hunan Province has officially released China's first local standard for Intelligent Connected Road New Infrastructure. This pioneering Hunan Province standard provides a comprehensive regulatory framework governing the full-life cycle of digital construction and operational management for next-generation roads. The specification establishes Hunan as a national leader in the systematic development of New Infrastructure that supports connected and autonomous vehicles."
Recently, the "Technical Guidelines for the Construction of Intelligent Connected Road New Infrastructure," a series of local standards led by Hunan Xiangjiang Intelligent Technology Innovation Center Co., Ltd. and jointly compiled with industry enterprises, were approved and officially released by the Hunan Provincial Market Supervision Bureau. This standard is Hunan Province's first comprehensive technical specification for the construction of intelligent connected road new infrastructure, filling a gap in local standards in this field.

This series of standards covers three parts: construction requirements, testing and acceptance, and handover and operation and maintenance. It is the first to establish a technical framework covering the entire "planning-construction-operation and maintenance" lifecycle, clarifying the overall architecture, technical indicators, and implementation requirements for intelligent connected road construction. It aims to improve road safety and traffic efficiency and avoid resource waste.
Once implemented, the standards will effectively address technical difficulties in data interoperability between vehicles, roads, and the cloud, support the "vehicle-road-cloud integration" application pilot in Changsha, reduce trial-and-error costs for enterprises, promote the rapid deployment of various intelligent connected scenarios, and provide a comprehensive technical basis for intelligent connected road construction across the province.

"The newly released Hunan Province standards represent a significant advancement in smart road infrastructure governance. By establishing clear technical requirements for digital construction processes and long-term operational protocols, the standard addresses critical gaps in full-life cycle infrastructure management. This regulatory framework for Intelligent Connected Road development incorporates key technologies including C-V2X road construction specifications, data interaction protocols, and maintenance benchmarks. The Hunan autonomous driving policy environment is significantly strengthened through these detailed smart road construction operation standards, creating a replicable model for other provinces and countries."
