    I.‍‌‍‍‌ Construction Overview

    Core Objective: Integrate all data related to "people, vehicles/vessels, roads, venues, and facilities" to construct a multi-functional comprehensive transportation operation monitoring and emergency command platform, which integrates six centers;


    Ultimate Outcomes: Achieving the "Four Ones" scenarios of "one network for transmitting transportation data, one network for handling transportation government services, one network for accessing public transportation information, and one network for controlling industry supervision and management".


    II. Solution Architecture

    Core Foundation: The system is basically supported by the two middle platforms - the transportation data middle platform and business middle platform;


    Core Modules: Develop the six centers consisting the operation monitoring and early warning center, emergency command and dispatch center, intelligent transportation law enforcement center, thematic analysis and decision-making center, comprehensive business management center, and transportation information service center;


    Scenario Empowerment: The centers will address five business scenarios, which are TOCC, transportation law enforcement, highway overload control, intelligent rural highway management, and key vehicle supervision.

    (I) Operation Monitoring and Early Warning Center (Core: Monitoring, Forecasting, Early Warning)

    1. Urban Traffic Operation Monitoring: With the help of 2D/3D GIS, Beidou positioning and other technologies, cover passenger flow, public transportation, and cruising/app-based taxis; establish early warning threshold, and provide daily operations, major events, holidays, and severe weather thematic monitoring through setting early warning thresholds;


    2. Road Network Operation Monitoring: Obtain data (include infrastructure, emergency resources, etc.) by facility analysis and system reporting; build a monitoring system by the operation status of highway monitoring points, road sections, road networks, and systems;


    3. Road Transport Operation Monitoring: Integrate data from transport administration and key vehicle joint control systems; Monitor "two types of passenger vehicles and one type of hazardous goods vehicle" (vehicles carrying passengers in groups, long-distance passenger vehicles, and hazardous goods vehicles) and show their real-time movement "at local, provincial, and national levels" respectively; issue early warnings for speeding, fatigued driving, etc., and facilitate multiple ways of operation status analysis.


    (II) Emergency Command and Dispatch Center

    1. Basic Support: Utilize a unified GIS map as the base, then combine road network, emergency resources, and plan information to create an extensive spatiotemporal data profile at full granularity;


    2. Core Features: Prepare unified public incident command procedures, and enable cross-regional, inter-departmental, and time (day and night) "integration of dispatch and collaborative emergency response" activities.


    (III) Comprehensive Business Management Center (Focus on Internal Business Digitalization)

    1. Traffic UAV Inspection: Monitor surface areas, roads-bridges of the major traffic routes or road sections, etc.; data collection are provided 24/7 and capture abnormal through the use of high-end camera; support maintenance, early warning, and law enforcement to enhance the level of road network management;


    2. Digital Highway Maintenance: Collect road network data from various sources; offer physical condition monitoring, and maintenance management services as well as other functions that revolve around the "construction, management, maintenance, and operation" cycle; high-quality highway construction and refined management become possible;


    3. Freight Transport Epidemic Prevention and Control: 

    Interpret vehicle trajectory data; Implement location monitoring and risk early warning; Use "Vehicle Health Code" to help epidemic prevention and gatekeep the spread of ‍‌‍‍‌virus.
