On September 15, 2025, Hunan's Xiangjiang New District officially announced its goal of building a city-level intelligent connected, full-scenario system for "Vehicle-Road-Cloud Integration" at the Yuelu Internet Conference. Changsha will take the Xiangjiang New District as its core and gradually expand it to the entire city, collaborating with Zhuzhou and Xiangtan to jointly build an intelligent connected ecosystem radiating across central and southern China, striving to become a benchmark for "Vehicle-Road-Cloud Integration" applications in central China.

"Changsha, the capital of Hunan Province, is making significant strides in vehicle-road-cloud integration, positioning itself as Central China's leading hub for Intelligent Connected Vehicles (ICV). This ambitious initiative combines V2X technology, advanced roadside infrastructure, and cloud computing platforms to create a comprehensive smart city transportation ecosystem."

According to the plan, Changsha will advance the intelligent connectivity transformation of roadside facilities across the city in phases, achieving full 5G network coverage and enhanced 5G-A coverage in key areas, completing the networking of traffic lights and developing comprehensive perception capabilities at key intersections and sections. Simultaneously, a city-level cloud control infrastructure platform will be developed to fully interconnect with systems such as the "City Super Brain," Time-of-Call (TOCC), the CIM platform, and the dedicated traffic police video network, supporting safety monitoring and cross-domain collaboration for intelligent connected vehicles. Changsha will also launch a "Ten Cities, Ten Vehicles" data interconnection demonstration, collaborating with cities like Shanghai and Hangzhou to promote the application of C-V2X traffic data services. This will build a smart transportation system encompassing intelligent electric rail, connected buses, and self-driving taxis, and promote the demonstration of multi-functional unmanned vehicles. It is projected that by 2026, 10,000 C-V2X terminals will be connected, fostering over 550 cluster enterprises and forming a "Changsha Model" capable of industrialization, scalability, and commercialization, which will be promoted throughout the province and even the nation.
